The article says pretty clearly that the sergeant admits he took few contemporaneous notes. The point the defense lawyers are making is that his report was Lacrosse TV well after they started poking holes in the identification. It could be viewed as a conscious attempt to close some of those holes. One lawyer calls it a "make-up" document - just short of calling it a made-up document.
